Faced with an overwhelming $33 billion backlog in facilities maintenance, the Air Force is searching for a way to ensure its annual investments in facilities sustainment, restoration and modernization address the service’s highest-priority needs. One step the service is taking is directing its major commands to craft infrastructure master plans. We “are going to try to attack this infrastructure investment shortfall on multiple fronts. On one hand we are going to continue to push for sufficient resourcing, but what we are going to try to do is build out our construction task order over a five-year period,” Richard Hartley, principal deputy assistant secretary for installations, environment and energy, said at last month’s Defense Communities National Summit.

Hartley also said the Air Force’s infrastructure strategy will be closely linked to the Pentagon’s push to reform business operations, including real property management, reported Federal News Radio. That effort will “focus on things like standardization, consolidation and efficiency, initiatives like contract and facility footprint, optimization, increasing utilization of our facilities, eliminating leases, demolishing buildings where we can, looking at our contracts and … getting into strategic sourcing,” Hartley said.
